Risk Group, LLC ("IRG") is an environmental risk management firm that
provides a valuable range of solutions for environmentally impaired
properties. Focusing on environmentally
impaired asset transactions, IRG looks at a transaction from all
angles, coming up with a creative cost effective solution. Headquartered in
IRG
assists buyers and sellers of environmentally impaired real estate with
the management of the property's risks and liabilities. As
part of these transactions, IRG provides environmental project and
program management for projects nationwide including evaluating nature
and extent of contamination; characterization of contaminants;
interaction with regulatory authorities; and, creating and drafting
corrective action and/or closure plans for these sites. Through
its professional expertise, IRG has a unique capability to provide
transaction related solutions for projects that are the largest and
most complex in the country.
A
major business emphasis of IRG involves the provision of transactional
completion services for public sector projects including large projects
involving (but not limited to) closed former military bases such as
Cecil Field (Navy - Jacksonville, FL), Lowry Air Force Base (Denver,
CO), McClellan Air Force Base (Sacramento, CA), Sunflower Army
Ammunition Depot (Kansas City, KS) and Alameda Naval Base (Alameda, CA).
In
order to evaluate and characterize these solutions, IRG employs a
multi-disciplinary staff of financial professionals, attorneys,
engineers, insurance underwriters, risk management and actuarial
professionals. Our
Managing Members have over 100 years of collective experience,
including the former EPA Region 2 Administrator and the former
Commissioner of the New Jersey DEP, in providing solutions to
environmental problems associated with real estate and development.
IRG's
services include:
1. Characterizing
risk and performing and economic analysis of the impacts of
environmental contamination at sites;
2. Reviewing
and commenting on current environmental regulatory issues, such as the
new U.S.EPA Indoor Air guidance;
3. Responding
to client's questions and concerns regarding environmental issues in a
concise and expeditious manner;
4. Evaluating
waste characterization and providing client's various cost effective
solutions; and,
5. Performing
and completing remedial projects on schedule and under budget.

SIN
899-1, Environmental Planning Services & Documentation:
With
its diversity and experience in environmental issues, IRG provides a
variety of program and project planning management support services. These
services include technical document review, quality assurance
oversight, community/outreach support, and data collection and
development.
IRG
also provides oversight services that include program audits,
surveillances, and assessments of operations, identification of
non-compliances, and recommendations for corrective measures.
IRG
has intimate knowledge of the public involvement process associated
with government clients. IRG can provide services
such as strategic planning and implementation; creative concepts and
materials; meeting support and facilitation; community relations
consulting services; media relations consulting services; and, web site
development.
Economic,
Technical and/or Risk Analysis
In
addition, IRG provides support in planning and management, collection,
development and analysis of data for various media. IRG
also performs Phase I Site Assessments for clients. In addition on behalf of its
clients, IRG communicates with the regulatory authorities, including
providing review and responses to public and agency comments. IRG
also performs regulatory and economic analyses of sites, as well as
provides technical oversight. IRG
performs reviews of site risk assessments and various other
environmental planning documents either under state or federal
regulatory authorities.

899-4, Waste Management Services:
IRG
has a proven track record with addressing waste characterization and
management issues at sites nationwide. These services
include the characterization of Resource Conservation and Recovery Act
(RCRA) hazardous, Toxic Substances Control Act (TSCA) hazardous,
radioactive, and mixed hazardous and radioactive wastes; sampling and
analysis plans to define data quality objectives, statistically-based
sampling programs, chain-of-custody protocols, and analytical
requirements and methods.
IRG
also performs field activities for the collection of waste and
environmental media samples for chemical, physical, and radiological
analysis. And,
validation, to include review and analysis of laboratory data against
evaluation criteria, to ensure results are useful for the intended
purpose.
In
addition, IRG assists clients in facilitating the transportation,
treatment, and/or disposal of hazardous and radioactive wastes from
industrial processes, research and development activities, and
environmental cleanups. IRG
provides review and analysis of work planning documents to compare
technical and economic aspects of waste management approaches client
facilities. With its diverse staff, IRG is able to provide guidance on
the re-engineering of waste management practices to improve efficiency
of, reliability of, and accountability for waste management programs,
and an evaluation of the feasibility of proposed technical strategies
for waste treatment.

of hazardous waste; preparation, characterization, field investigation,
conservation and closure of site; long term monitoring/long term
operation (LTM/LTO); containment, monitoring and/or reduction of
hazardous waste sites; ordnance removal and support; excavation,
removal, transportation, storage, treatment and/or disposal of
hazardous waste; wetland restoration; emergency response; underground
storage tank/above ground storage tank removal; air monitoring; soil
