The Kaiser Attorney that worked for the law firm of Ropers and Majeski suggested that since Ms. Stein was already receiving Disability under Social Security (from a vehicular accident) that he thought it would be fine to deceive the government and make her the government's responsibility for Kaiser's medical malpractice.
The Kaiser attorney even exaggerated the reason that Ms. Stein had obtained Disabiity.
