Kansas Insurance Commissioner Kathleen Sebelius confirmed that her office was informed last Wednesday evening that the Kaiser Foundation Health Plan of Kansas City Inc. has decided to cease operations in the Kansas City area and sell most of their business to Coventry Health.

"Our understanding is that the reason for the move is strictly due to the tight insurance market in the Kansas City area," Sebelius said. For those who are enrolled in group health plans, Coventry has agreed to assume all of that business.

Under the terms of the agreement, Coventry has opted not to extend coverage to those in individual policies, which will affect approximately 800 policyholders. Consumers in individual plans will receive official notice from Kaiser within the next week to ten days explaining that their coverage will be discontinued effective July 31, 2001, along with alternative insurance coverage information.

For some violations, insurance companies also are required to pay restitution to the consumer, either through readjudication of claims or through the re-evaluation of the premium charged for the policy. In 2001 the total amount recovered for consumers was $239,627.
